Hi A Devonshire
The only OFFICIAL World wide Cultivar naming system is that run under ICNCP
rules. Details are held on BSI.org 'Cultivar Corner' because the BSI is an
official ICRA (International Cultivar Registration Authority). Detail is
linked to photos held on fcbs. The last time a Register was printed was in
1998 but this, plus printed updates are available from the Publications
Officer.
Regrettably anybody can give a name to a cultivar and not put it on to the
official record. Interestingly, this can include plants that have Plant
breeding rights or patents, or so called trademarks. Luckily more and more
large organisations like Deroose and Bak are advising cultivar names to the
Registrar because they see problems of duplicate names if they do not.It is
also good PR and publicity! However, whether the Plant breeding rights or
trademarks are current and enforceable is up to any seller to find out.
This means that the only person who could give you an answer (if he is
prepared to divulge such information)as to whether 'Deb' is the same as
'Debbie' is Grant Groves. He does not have a Email address.
I cannot advise you on growing conditions to get the best out of an offset
all the time, even in New Zealand. What I do know is that when a plant is
at its best I photograph it!
