I believe the benefit is twofold, but maybe only twofold for those of 
us in the Southwest of the USA with alkaline water coming from our 
desert sources.

This is the theory I've been told... when Magnesium sulfate is added, 
the bond, not being very strong, can prefer instead to break the bond 
and the sulfur can then bond with hydrogen in water H2O of course, 
making H2SO4, sulfuric acid, thus neutralizing our nasty alkaline 
water.  This liberates the magnesium for other benefit as mentioned by 
others.  I wonder, for those of you in acidic water, if this only 
compounds your problems.  Any chemists out there to verify this theory?
