Ken,
Just as iron is the central element around which hemoglobin is built,
magnesium is the central element for building chlorophyll.
That is the 'theory.' Cannot attest to whether it is actually helpful
but I don't think there is any harm in using it.
To fertilize roses, it is recommended that you dissolve 1/2 or 1 cup
of epsom salt to 1 gallon of water (This is from the Epsom Salt Council
website -- and also Martha Stewart). For bromeliads, you would probably
dilute it (as you would for any fertilizer) by 1/4th.
